EndNote's Cite While You Write plug-in only works with Microsoft Word. It is not compatible with Google Docs.

If you need to add citations and a bibliography to a file created using Google Docs, you can use Doc's built-in (but very basic) citation tool - details at: https://support.google.com/docs/answer/10090962?hl=en&co=GENIE.Platform%3DDesktop

The Easybib reference management tool also seems to work with Google Docs: https://www.easybib.com/

Please note: the Library is unable to offer support/training on using the above citation tools.
